Description: The New York City Department of Education (NYCDOE) on behalf of the Office of Labor Relations to establish a contract with a consultant to serve as the Team Leader to the Labor Support Unit Consultants who provide ongoing assistance to principals and assistant principals in the evaluation and discipline process for poorly performing tenured pedagogues. The Labor Support Unit (LSU) assigns consultants to cases involving U-rated teachers and other pedagogues, and to work with Principals and Assistant Principals to prepare documentation related to underperforming pedagogues and other school-based personnel. The Team Leader acts as a liaison and support conduit among attorneys, the LSU Consultants and school administrators. These services are contracted due to the cyclical nature of the workload. Consultants work significantly less in the summer and their workload can vary during the school year based on the needs of the schools to which they are assigned. Description: The RFP includes three (3) Aggregate Classes (“AC”). The ACs include AC 1 Bronx and Manhattan (Districts 1-12), AC 2 Queens (Districts 24-30), and AC 3 Brooklyn and Richmond (Districts 13-23, 31, and 32).
The DOE requires the services of civil engineering consultants with expertise in maintenance and repair of buildings in New York City with particular expertise in the maintenance and alteration of buildings of various ages built under various historical building codes. The contracted vendor will determine and evaluate DOE buildings, system conditions, identify sources of structural problems, evaluate repair methods, and perform services related to the work as requested by the DOE. The vendor will also ensure that DOE buildings comply with current building codes, provide estimates for remediation work, and make relevant recommendations. Structural evaluations will include analyses of findings and suggested budgetary calculations for the work recommended.
This Proposal will be evaluated by a three-member evaluations committee that will be comprised of two (2) DOE employees from DSF and one (1) professional engineer. The committee will use the criteria listed on the following page to evaluate each vendor. These services are being contracted out because the DOE does not have the appropriate licenses or trained staff to perform this work.
The contract estimate is based on the previous three (3) years of usage and the anticipated increases of expenditures for the same services.

The New York City Department of Education (NYCDOE) on behalf of the Office of Assessment (OA) is seeking proposals from organizations experienced and capable in providing a computerized adaptive testing (CAT) program, in addition to a paper-based version of the program for a small number of test-takers who cannot sit for the computer-adaptive test, with the objective of selecting students for admission to New York City’s specialized high schools. New York State Education Law, through the 1971 Hecht-Calandra Act, mandates that admissions to the Specialized High Schools be determined by a single competitive examination.
The Specialized High Schools Admissions Test (SHSAT) is designed to satisfy the aforementioned state mandate. It is meant to assess some of the knowledge and skills that students have learned through middle school. The assessment covers high-level mathematics and English language arts (ELA) knowledge for students who have completed 7th or 8th grade, and the test will take no more than three (3) hours, including directions, to complete. Students may be tested at their home schools during the school day or on weekends, with separate morning and afternoon sessions on both Saturday and Sunday.
The successful proposer will provide the content and platform for a CAT as well as a paper-based version of the test for a small number of test-takers who cannot sit for the computer-adaptive version because of a disability. The successful proposer will also provide all ancillary materials related to the development, production, delivery, administration, scanning, scoring, reporting, and preparation for the SHSAT for both versions of the test. For the purposes of this RFP, the term “computerized adaptive testing” (CAT) refers to a digital exam that dynamically sequences questions in order to identify a reliable score for the student’s ability in fewer total questions than a fixed-length paper-based version of the exam. Detailed service description and requirements are provided in the Request for Proposal (RFP) solicitation.
This RFP may result in one (1) requirements contract agreement. The awarded contract will be for a term of six (6) years and three (3) months, with services anticipated to commence on or about July 1, 2024, and ending on September 30, 2030.

R1188: Degree and Certification Services for Teachers and Teacher Candidates (For Private Colleges and Universities)

The New York City Department of Education (NYCDOE), on behalf of the Division of Human Resources, Office of Teacher Recruitment and Quality, is seeking proposals from accredited private institutions of higher education, experienced in providing teacher certification programs that result in producing high quality teachers for NYCDOE public schools. A separate solicitation will be released for services from public institutions from the City University of New York (CUNY) and the State University of New York (SUNY) systems.
Since the inception of the New York City Teaching Fellows (NYCTF) program in 2000, the NYCDOE has worked collaboratively with vendors to prepare alternate route teachers for public schools throughout the city. Over the years, new programs have launched covering a variety of subject areas, based on the needs of the NYCDOE, and allowed for different entry points into the teaching profession. Moving forward, the NYCDOE seeks to continue to prepare alternate route teachers, while also providing space for new initiatives, innovative practices, and opportunities for vendors to support additional teacher preparation programs through both alternate and traditional route services. The NYCDOE will partner with accredited institutions of higher education that offer teacher certification programs and bachelor and master degrees in the field of education. All programs must be capable of providing relevant and responsive coursework focused on outcomes in teacher practice and be delivered in an efficient and flexible manner suited for participants who teach full-time while enrolled in coursework. - This RFP contains three (3) service components. Component 1 is independent and Components 2 and 3 are dependent.
- Component 1: Alternative Certification Programs for Teacher Candidates.

- Component 3: NYC Pipeline Initiatives – Traditional Pathways for Teacher Candidates.
IMPORTANT: Vendors have the option to propose for Component 1 independent of Components 2 or 3. Institutions must offer Masters Degrees (Doctoral Degree for Therapists) that lead to State certification in a traditional teaching or clinical shortage areas. This program will prepare teacher-candidates to serve in the areas of Bilingual Special Education, Monolingual and Bilingual Speech Language Pathology, Monolingual and Bilingual courses for the Visually Impaired, Bilingual Guidance Counseling, Bilingual School Psychology, Bilingual Social Work and Occupational and Physical Therapy.
