ELL Programs and Instruction

Overview

All English Language Learners (ELLs) receive English as a New Language (ENL). Students will be taught to read, write, and speak in English with support in your child's home language.

There are two types of bilingual education programs:

  • Transitional Bilingual Education (TBE)
  • Dual Language Bilingual Education (DLBE)

These programs strengthen students’ home language development and content knowledge while they build their social and academic English skills.

You can learn more about these ELL programs by accessing these resources:

Parents of ELLs who are interested in having their child enroll in a bilingual education program should contact their school. School staff can find more information regarding ELL Program Transfers in the Policy & Reference Guide for MLs/ELLs. Placements in a bilingual special education (BSE) program in districts 1-32 are prioritized for students who have this recommendation on their Individualized Education Program (IEP). Contact BSEprograms@schools.nyc.gov with BSE Program placement requests.
